Your Committee on Planning, to which was referred
Resolution No. 215.-86 , regarding enterprise zones , reports as follows :
The purpose of this resolution is to ask the County Administration to
pursue the possibility of having Downtown Hilo designated as an
enterprise zone as provided for by Act 78 . The purpose of this
program is to identify economically depressed areas in the state and
to stimulate commercial activities in these areas by providing
certain benefits , such as tax incentives to businesses established in
these areas.
The counties may offer local incentives which may include, but not be
limited to, the reduction of permit fees , user fees and real property
taxes.
To qualify as an enterprise zone, 25 percent or more of the
population of the area must have incomes below 80 percent of the
median income of thecounty or have an unemploymnt rate of 1 .5 times
the state ' s average.
The designation of Downtown Hilo as an enterprise zone may be
appropriate and logical because Hilo is already viewed as an area in
need of economic revitalization.
The resolution further directs the County Administration to recommend
to the County Council incentives which may be offered to businesses
within the enterprise zone.
Your Committee agreed to amend the resolution, as recommended by
Councilwoman Merle Lai. The resolution is amended as follows:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it requests the Administration to pursue the designation of the
Downtown Hilo area as one of the sites of an enterprise zone on the
Big Island.

BE IT FURTHER RESOLVED that the Administration is directed to
[evaluate and] recommend to the Council guidelines and criteria for
evaluating zone sites and possible incentives for enterprise zones
within the County of Hawaii .
