Your Committee on Planning, to which was referred Bill No. 241,
regarding the change of zoning action initiated by the
Planning Director, involving properties situated along the shoreline
adjacent to Napoopoo Landing and between Kahauloa Bay and
Palemano Point in South Kona, TMK: 8-2-04:11-15 and 20, 8-2-05 :10-13,
30 and 31 , 8-3-04:1 (portion ) , 8-3-05 :1 (portion ) , 14-19 and
8-3-06:20-23, 25, 27-29, reports as follows:
Bill 241 amends Section 25-88 (South Kona Zone Map ) , Article 3,
Chapter 25 of the Hawaii County Code, by changing the district
classification of approximately 30.21 acres of land from
Multiple Family Residential (RM-1 ) to Single Family Residential
(RS-10 ) and from Single Family Residential (RS-7 .5 ) to Open (0) .
According to the Planning Department, during the preparation of the
Kona Regional Plan, it was found that the current zoning designations
for the affected properties were inconsistent with the General Plan
designations . One of the purposes of the Kona Regional Plan is to
analyze whether the existing zoning designations of an area conform
to the land use designation of the General Plan .
As illustrated in Exhibit A of Bill 241, the affected properties are
grouped into two large parcels: Area 1 , consisting of 3.65 acres and
Area 2, consisting of 26.56 acres .
On January 15 , 1986 , the Planning Director wrote to inform the
affected property owners and/or lessees of the proposed rezoning
action. No responses were received in opposition to the proposed
changes.

Your Committee on Planning is in accord with the intent and purpose
of Bill 241 and recommends that it pass first reading .
