Your Committee on Planning, to which was referred Bill No. 238,
regarding the rezoning request of Pat 's Cleaning and Painting
Service, Papaikou, Hawaii , TMK: 2-7-33:15 , reports as follows :
Bill 238 amends Section 25-115 (Papaikou-Onomea Zone Map ) , Article 3,
Chapter 25 of the Hawaii County Code, by changing the district
classification of approximately 14, 142 square feet of land from
Single Family Residential (RS-7 .5 ) to Village Commercial (CV-10 ) .
The applicant plans to convert an existing garage and storage area
into a painting and steam cleaning business site. Activities will
include the painting of vehicles and other equipment within the
building, repair work and limited steam cleaning. There also may be
some related mechanical work .

Although the property fronts the Hawaii Belt Highway, access to the
property is from Mamalahoa Highway via an easement . Although the
easement is only 16 feet wide, the pavement width ranges between 18
to 20 feet. The Planning Department has stated that the pavement
width is more than adequate to meet the limited traffic demand of the
project .
The General Plan designates the subject property for Medium Density
Development. The requested Village Commercial zoning conforms to
this land use designation.
The Village Commercial zoning allows a broad range of commercial and
related uses that are necessary to serve a somewhat isolated
population where a central commercial district is not readily
available.
The Planning Commission stated that It is felt that the granting of
the change of zone would eventually provide a centralized
core in
Papaikou and would provide the necessary commercial services for
present and future residents of the area. "
The abutting properties to the south and west are zoned
Village Commercial . Businesses on these properties include
Yoshiyama Store, Mento Service Station, a post office, and
Mauna Kea Sugar Company 's office .

All essential utilities, including water, are available to the
subject property.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 238 and recommends that it pass first reading.
