Your Committee on Planning, to which was referred Bill No. 237,
regarding the rezoning request of Lou Dinson, Keopu-Mauka,
South Kona, Hawaii , TMK: 8-1-06:44, reports as follows:
Bill No. 237 amends Section 25-88 (South Kona Zone Map ), Article 3 ,
Chapter 25 of the Hawaii County Code, by changing the district
classification of approximately 16, 392 square feet of land from
Single Family Residential (RS-10 ) to Village Commercial (CV-7 .5 ) .
The subject property is presently owned by Mr . and Mrs . Gilbert
Ashikawa who have given authorization to Lou Dinson to submit the
change of zone application for the property. The purpose of the
rezoning is to enable the applicant to demolish an existing service
station and to build a new station on the site .
The General Plan designates the property for Medium Density Urban
Development. The requested Village Commercial zoning conforms to
this designation.
The Kona Regional Plan designates the property for Village Commercial
use. The property is situated within the State Land Use Urban
District.
The Planning Commission stated that "The granting of the change of
zone would serve to provide a more centralized commercial core in the
Capt. Cook area to establish the necessary commercial services for
present as well as future residents of this section of South Kona. "
All essential utilities and services, including water, are
immediately available to accommodate the proposed development .

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 237 and recommends that it pass first reading.
