Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 234, regarding the rezoning request of John Bellman, Pahoa, Hawaii , TMK: 1-5-13 :26, 27 and 44, reports as follows: Bill No. 234 amends Section 25-107, (Pahoa Zone Map ), Article 3 , Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 48,950 square feet of land from Single Family Residential (RS-15 ) to Village Commercial (CV-10 ) . John Bellman is also the applicant who successfully had a 27,958 square foot property, located adjacent to the subject property 's southwest corner , rezoned from Single Family Residential (RS-15 ) to Village Commercial (CV-10 ) . The property is shown in Exhibit "A" and simply identified as RS-15 . He has received several time extensions to conditions requiring him to complete various requirements on a preagreed on time schedule. The latest time extension was granted by the County Council in June 1986. The property involved is located on the northeast side of the Pahoa Village Center Complex (Dairy Queen Building ) . Mr . Bellman is proposing to build one or more commercial buildings for medical , financial and other professional services that are needed in Pahoa. The General Plan designates the subject area for Medium Density Urban Development. The requested Village Commercial zoning conforms to this land use designation. The General Plan further states that the centralization of commercial activities shall be encouraged in Pahoa. The Planning Commission stated that "the granting of the change of zone would eventually provide a more centralized core in Pahoa and would provide the necessary commercial services for present as well as future residents of the lower Puna area. " Zoning designations in the surrounding area are predominantly Village Commercial or Single Family Residential. Land uses include single family residences , restaurants, laundromat and offices . All necessary infrastructure and services, including water, can be made available to the subject property.
