Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 216, regarding the rezoning request of High Technology Development Corporation, North Kona, Hawaii, TMK: 7-3-09:Portion of 5 & 7-3-43:Portion of 3, reports as follows : The purpose of this bill is to amend Section 25-87, Article 3, Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 489 acres of land from Open ( 0) to Limited Industrial 3-acre (ML-3a ) and General Industrial 3-acre (MG-3a ). The subject property is located along the makai side of the Queen Kaahumanu Highway, adjacent to the Keahole Airport and the Natural Energy Laboratory of Hawaii .(NELH ). The High Technology Development Corporation (HTDC) was created by the 1983 State Legislature to demonstrate Hawaii 's commitment to the development of high technology enterprises . It is empowered to develop and administer industrial parks for high technology use and to issue special purpose industrial revenue bonds to finance their construction. HTDC is proposing the development of an ocean science and technology park . The Hawaii Ocean Science and Technology (HOST ) Park will be an industrial subdivision consisting of twenty-five 3-acre lots and sixteen lots of 20 acres or more in size . HTDC will provide certain subdivision improvements, including access roads , roadway lighting, cold and warm ocean water systems , potable water and electrical services . At the present time, HTDC does not intend to dedicate the roadway to the County. • The HOST Park is projected to open in late October, 1986. The strip of land along the Queen Kaahumanu Highway to be retained within the Open (0) district is designated Conservation. The reason for this designation is to provide a landscape and open space buffer between the highway and the industrial park . The subject property is designated Urban by the Land Use Commission.
