Your Committee on Planning, to which was referred
Resolution No . 178-86 , reports as follows:
Resolution 178-86 amends Rule 11 , Sections 6 and 7 of the Rules and
Procedures of the Council of the County of Hawaii .
The amendment prevents a council memberfrom voting on any item in
which he has a substantial financial interest. In reference to this
amendment, in a memo to Councilwoman Merle K. Lai ,
Corporation Counsel stated that "This limitation on the council
member 's right to vote is consistent with the Hawaii County Code of
Ethics and is , therefore , valid. Hawaii County Code, Article 15,
et seq . "
During the Committee meeting, Corporation Counsel offered suggestions
for amending Resolution 178-86 . Your Committee has amended the
resolution to incorporate Corporation Counsel 's suggestions .
Your Committee on Planning concurs with the intent of
Resolution 178-86 and recommends it adoption .
