Your Committee on Planning, to which was referred Bill No. 178 ,
regarding the rezoning request of the Department of Water Supply,
Keauhou, North Kona, Hawaii, tax map key 7-8-06:portion of parcel 55 ,
reports as follows:
The purpose of this bill is to amend Section 25-87 (North Kona Zone
Map) , Article 3, Chapter 25 of the Hawaii County Code by changing the
district classification of approximately 7 .82 acres of land from
Agricultural 5-acre (A-5a) to Agricultural 1-acre (A-la) .
The subject property is owned by J. M. Tanaka Construction. The
applicant, the Department of Water Supply, has executed a contract to
purchase a two-acre portion of the property after it is subdivided.
A subdivision application has been submitted to the
Planning Department; however , it has been deferred pending action on
this rezoning application.
The applicant is proposing to construct office and baseyard
facilities on the two-acre parcel they are planning to purchase from
J. M. Tanaka. Therefore, they are also requesting a Special Permit
to allow the construction of these facilities on an agricultural
zoned property.
Your Committee questioned Planning Director Albert Lyman regarding
the application. Mr . Lyman stated that the rezoning is primarily to
enable the Water Department to purchase a two-acre parcel from the
landowner . In reply to a question from Councilman Russell Kokubun,
Mr . Lyman said that government agencies are allowed to use
agricultural zoned land for baseyards, offices, etc. Also, in reply
to Councilman Kokubun, Mr . Lyman assured your committee that the
other two parcels will remain 1. 3 and 4.4 acres in size. They will
not be subdivided into smaller lots, in spite of the Agricultural
1-acre designation.
All essential utilities and services are immediately available to the
property.

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 178 and recommends that it pass first reading.
