Your Committee on Planning, to which was referred Bill No. 174,
regarding the rezoning request of Gilbert McConnell, Kaauhuhu,
North Kohala, Hawaii, TMK: 5-5-08:portion of parcel 3-, reports as
follows:
Theur ose of this bill is to amend Section 25-91 (North and
P p
South Kohala Districts Zone Map) , Article 3, Chapter. 25 of the
Hawaii County Code, by amending the districtclassification of
approximately one acre of land from Residential Agricultural 1-acre
(RA-la) to Single Family Residential - 10,000 square foot (RS-10 ) .
The area under consideration is a portion of a 5 .1-acre parcel which
was recently rezoned from an Agricultural 5-acre (A-5a) to a
Residential Agricultural 1-acre zoned district (Ordinance No . 85-68 -
September 9 , 1985 ) . The applicant had intended to create
five 1-acre sized lots.
The applicant is requesting that one acre of the 5-acre parcel be
rezoned to an RS-10 zoned district. The intent is to subdivide this
one-acre area into three 14,520 square foot sized lots . The
remaining four acres of RA-la zoned land will be subdivided into
four 1-acre sized lots .
The General Plan designates the property for Low Density Urban
Development. Such a`,designation may allow residential uses at a
maximum density of four units per acre.
On November 27 , 1984, the State . Land Use Commission approved a
request from the applicant to reclassify the property from
Agricultural to Urban. The Kohala Community Development Plan
designates the property as RES-4 (Residential-4 units per acre) .
All essential utilities, including water , are readily available to
the property.

of Bill No. 174 and recommends that it pass first reading.
