Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 164 , regarding the rezoning request of Mr . James Boe , Kailua-Kona, Hawaii , TMK: 7-5-23 :64 & 67 , reports as follows: The purpose of this bill is to amend Section 25-89 ( Kailua Urban Zone Map) , Article 3 , Chapter 25 of the Hawaii County Code , by changing the district classification of approximately 45 ,411 square feet of land from' a Multiple Family Residential (RM-2) to a Village Commercial (CV-7 .5 ) zoned district . The applicant is proposing to construct a 2-story, 15 ,530 square foot professional office building. An existing apartment building of 3 ,658 square feet of floor area will be converted into an office building. Other improvements will include a parking lot and landscaping. The applicant 's earlier plan was to construct a 22-unit condominium building. The current zoning will permit such a project . The subject property fronts Hualalai Road. Hualalai Road has a right-of-way width which varies from 33 to 43 feet . The road has a future road widening setback of five feet . In its comments to the rezoning request , the Department of Public Works stated that "The county has neither engineering nor budgetary plans to provide additional improvements to the Hualalai Road. " Condition (E) of the bill requires the applicant to construct curbs , gutters and sidewalks along the length of Hualalai Road fronting the property. The surrounding area is relatively undeveloped, vacant and overgrown with native vegetation . The property is located within the State Land Use Urban District and the General Plan designates the area for Medium Density uses which may allow village and neighborhood commercial uses .
