Your Committee on Planning, to which was referred Bill No . 158 ,
reports as follows:
Bill 158 amends Section 25-91 and Section 25-95, Article 3 ,
Chapter 25 of the Hawaii County Code , by changing the district
classification of approximately 456 acres of land from
Agricultural (A-la ) to Village Commercial (CV-10 ) , Open (0) and
Single Family Residential (RS-20 ) and from Unplanned (U) to
Limited Industrial (ML-10 ) , Single Family Residential (RS-15) ,
Multiple Family Residential (RM-6) , Village Commercial (CV-10 ) and
Open (0) at Ouli , South Kohala, Hawaii , covered by
Tax Map Key 6-2-01: 62, 63 , 78 , 79 and portion of 51 and
6-2-02:portion of 12.
The applicant plans to develop a self-contained resort community
which will be independent of the Mauna Kea Resort project. The
petitioner states that "South Kohala Resort is envisioned as a
self-contained, high quality, full-amenity resort anchored by a
luxury-class hotel , tennis complex, and an 18-hole championship
golf course. "
Multi-family and single-family residential units , unimproved lots and
house and lot packages , and condominiums are also planned. There
will also be a beach
club adjacent to the proposed hotel and a
recreation community center in the mauka lands .
The estimated construction cost for the development is about
300 million (excluding land cost ) , including an estimated
65 million for the hotel and $8 million for the golf course.
The Planning Department states that "The proposed development will
provide additional and expanded employment opportunities for
residents of the area, as well as the entire island as a whole; will
increase our real estate property tax base; will strengthen the
existing visitor industry; and will provide residents with
opportunities to improve their quality of life . "
The area under consideration for rezoning is or will be provided with
all essential ' utilities and services , including water .

In response to Chairman Takashi Domingo 's inquiry,
Planning Director Albert Lyman stated, for the record, that temporary
housing for construction workers and housing for employees will be
required .
James Bell of Belt Collins & Associates displayed a site map and
showed your committee the location of the various parcels being
rezoned and the applicant 's plans for phasing in the various project
sites .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 158 and recommends that it pass first reading and be
referred back to the Committee on Planning.
