Your Committee on Planning, to which was referred Bill No . 159 ,
regarding the rezoning request of AMFAC Agribusiness , dba AMFAC
Tropical Products , Keaau, Puna, Hawaii , TMK: 1-6-03 :portion of 73 ,
reports as follows :
The purpose of this bill is to change the district classification of
approximately six acres of land from an Agricultural 20-acre (A-20a )
to an Agricultural 5-acre (A-5a ) zoned district . The area involved
is located adjacent to the former Puna Sugar Mill complex .
The applicant is presently operating a papaya packing and puree
processing plant on a portion of parcel 73 which consists of
approximately 103 acres and is owned by W. H. Shipman, Ltd. The
applicant is also using a portion of parcel 5 which consists of
approximately 64 acres and is owned by AMFAC Agribusiness . The use
consists of an office building and parking lot .
The applicant is proposing an expansion to the existing papaya
packing and puree processing facility. The zone change would enable
the applicant to acquire, by fee or lease, approximately six acres of
parcel 73 from W. H. Shipman, Ltd . The rezoning application only
involves parcel 73 .
The applicant is also seeking an amendment to Special Permit No . 418
which would enable them to expand their papaya packing and puree
processing facilities . The expansion will involve approximately
seven acres of land --- six acres from TMK: 1-6-3 :portion of
parcel 73 and one acre from TMK: 1-6-3 :portion of parcel 5 .
The General Plan designates the subject property as Orchard and
Intensive Agriculture and a portion of the property is designated
"Prime" on the Agricultural Lands of Importance to the State of
Hawaii (ALISH) map.
The Planning Commission is recommending approval of the rezoning
request because the proposed use of the subject property will
"improve and increase essential support facilities which will enable
agricultural activities to continue and expand in other areas of the
island. "
The Department of Agriculture stated that "This Department supports
the applicant 's Special Permit and change of zone requests which
would increase fruit processing capacity. "

Necessary infrastructure and services, including water, are available
to the subject property.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 159 and recommends that it pass first reading.
