Your Committee on Planning, to which was referred
Resolution No . 165-86 , reports as follows:
Resolution No . 165-86 amends Rule 10 , Section 8 of the Rules of
Procedure of the Council of the County of Hawaii . The amendment
proposes to preserve the integrity of standing committees by insuring
the committees that their committee reports will be given timely and
deserving consideration at the council level .
The Resolution states that committee reports are the property of the
council . As such , the amendment states that "All committee reports
shall be forwarded to the Council and upon compliance to the mandated
six calendar day posting notice , shall be placed on the council
agenda and shall be voted upon at the next council meeting. "
Your Committee reiterated the intent of the resolution to improve and
expedite the flow of referrals through the Council and its standing
committees . In order to accomplish this objective, it was suggested
that agenda-setting requirements similar to those being imposed upon
the Council Chairman also be imposed upon the committee chairpersons .
Your Committee concurred with the imposition of similar requirements
upon the committee chairpersons and recommends that an amendment to
Rule 5 of the Rules of Procedure be amended to so reflect such an
amendment . The amendment would read:
"All referrals forwarded to the standing committees shall , upon
compliance with the mandated six calendar day posting notice, be
placed on the agenda of the respective standing committees and shall
be voted upon at the next standing committee meeting. "

its adoption .
