Your Committee on Planning, to which was referred
Resolution No . 164-86 , reports as follows:
Resolution No . 164-86 amends Rule 4 , Section 1 (e ) of the Rules of
Procedure of the Council of the County of Hawaii . The amendment is
intended to increase the efficiency of the councilmembers in their
decision-making responsibilities by affording each of them immediate
access to all communications received from the public, the Mayor and
various agencies of government . This amendment will enable

councilmembers to gain equal access to information in a timely manner .
The Resolution states that immediate access to all communications is
a basic necessity and awareness is a vital element to any
decision-making process .
Your Committee received clarification that the proposed amendment
would pertain to all correspondence directed to the Council Chairman,
as the presiding officer , and Council members . Your Committee also
heard discussion that a resolution was not necessary to direct the
flow of correspondence through the Council Chairman, its members and
committees .
Your Committee also considered the argument that whatever is imposed
upon the Chairman of the Council should also be applicable to the
chairperson of each standing committee .
Your Committee amended Resolution 164-86 to include language which
places similar conditions as being imposed upon the Council Chairman
upon the chairperson of each standing committee .
Your Committee on Planning concurs with the intent of
Resolution 164-86 , as amended , and recommends its adoption .
