Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 149 regarding the rezoning request of Ahualoa Development , Inc . , North Kohala, Hawaii , TMK: 5-7-02 :11 , reports as follows: The purpose of this bill is to change the district classification of approximately 214 acres of land from an Unplanned (U) to an Agricultural 1-acre (A-la ) district . The petitioner is also requesting a Special Management Area Permit to allow the development of a 168-lot subdivision . The property is located between Ka as Park and Mahukona Harbor , makai of the Akoni Pule Highway . The coastal section of the property, approximately 300 feet deep from the coastline and within the State Conservation District , is proposed to remain as one undivided lot with undivided interest shared by the lot purchasers . This area is intended to be open to the public for fishing and other recreational uses . Access to the shoreline and a public parking area will be provided . The General Plan designates the property as Extensive Agriculture and Open Area . The Extensive Agriculture designation refers to pasturage and range lands . The Land Study Bureau 's overall master productivity rating for the property is class E or very poor . The Department of Agriculture stated that "Should the change of zone be approved, prospective lot purchasers should be apprised that any dwelling(s ) constructed on the proposed lots must be accessory to an agricultural activity, pursuant to Section 205-2 of the Hawaii Revised Statutes . " Mr . Bill Thompson, Civil Engineer , testified before the Committee in behalf of the applicant . Councilman Russell Kokubun raised several questions , questioning the legitimacy of referring to the proposed development as an agricultural subdivision, considering the fact that: (1 ) water commitment is limited to less than 720 gallons per day, which would primarily accommodate household water consumption ; and ( 2) the soil is classified as poor . Councilman Kokubun also read from a report by the Mauna Kea Soil and Water Conservation District which states that "The project is planned as an agricultural area but the amount of water available is not enough to allow for irrigation of even trees and lawns , let alone crops and grass . Thompson agreed that the limited amount of water and poor soil condition limits the types of plants or crops that can be grown . Councilman Kokubun stated that developments referred to as agricultural subdivisions but are , in fact , not suitable for agricultural use, may damage the integrity of real agricultural subdivisions . He added that these developments should be referred to as residential subdivisions . Planning Director Albert Lono Lyman stated that the County of Hawaii does not have a one-acre residential zoning designation . Councilwoman Lorraine Jitchaku-Inouye asked Mr . Thompson if he could inform the Committee as to whether or not an estimated sale price has already been set . Mr . Thompson states that two years ago, the estimated sale price was between $85 ,000 to $90 ,000 per lot . He added, however , that the price will probably be higher today due to higher development cost .
