Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for a closed circuit television (CCTV) and chemical
grouting truck to be used by the Department of Environmental Management, Wastewater
Division. This equipment is needed to replace the current CCTV vehicle which is 17
years old and has reached the end of its useful life.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for a Closed Circuit Television
(CCTV) and Chemical Grouting truck for a period of five (5) years for the Department of Environmental
Management Wastewater Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Wastewater Division is requesting to lease finance a CCTV and Chemical Grouting truck. The current
CCTV van is 17 years old and has reached the end of it's useful life. The electronic as well as mechanical
equipment in the van have become unreliable with some of the electronic components now being obsolete.
In addition, the frame for the van is damaged due to corrosion.
The CCTV and Chemical Grouting truck is used for inspection of existing sewer systems; reduction of
infiltration (groundwater intrusion due to leaks at existing joints.); trenchless structural spot repairs in order to
allow repairs without excavation; and updating of sewer information including lateral locations, existing
defects which need repair, repaired areas, etc. as part of an asset management program.
The purchase price is estimated at $475,000. The estimated monthly lease payment is $8,500. This
equipment will be lease financed such that the County will own the equipment at the end of the five year
lease.
Funding for this equipment is not included in the FY17-18 budget as delivery of this is not expected until next
fiscal year due to the long lead time for this equipment.
