Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter an agreement with the Office of Research Services,
University of Hawai`i to provide $25,000 to fund their Cacao Fermentation and Value-
added Processing in Hawai`i County research proposal. The funds will be used to do the
following:
1. IdentifY high-yielding hi h- ielding cacao trees in varying production regions of Hawai`i
County;
2. Evaluate how the timing of turning during fermentation affects chocolate quality;
and
3. Evaluate artificial drying methods of cacao to improve quality under humid
conditions.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services,
University of Hawaii, to provide funding for it's research proposal, Cacao Fermentation and Value-added
- Processing in Hawaii County and for the contract term to end on December 31, 2018.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of
funding its research proposal, Cacao Fermentation and Value-added Processing in Hawaii County, pursuant
to HCC 2-139(3)(c).
There is a unique market niche of Hawaii-grown chocolate that growers and processors alike can capitalize on.
With.the appropriate tools, technologies, and information Hawaii growers can create a niche market for
gourmet, Hawaii-grown chocolate, similar to the Kona coffee market.
This proposal is for$25,000 and will be used to: 1) Identify high-yielding cacao trees in varying production
regions of Hawaii County; 2) Evaluate how the timing of turning during fermentation affects chocolate
quality; 3) Evaluate artificial drying methods of cacao to improve quality under humid conditions.
Request that the term of the contract will end on December 31, 2018. Funds are from 2016-17 Fiscal Year
Budget. The additional time is needed to complete the evaluations of the treatments over time and across
harvest seasons.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
