RE: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget to add an appropriation
to Ordinance 17-40, the Capital Budget, for their project,titled "Lono Kona Improvement
District" and to appropriate $5,723,000 ($1,698,000 of County funds and $4,025,000 of
federal funds) to the Capital Budget for this project.
The Department of Environmental Management requests that this bill be waived from the
Finance Committee and be placed on the November 15, 2017 Council agenda in order to
expedite the acquisition of easements and the bidding and award of the construction in
order to meet grant requirements. If there are any questions, please do not hesitate to call

A. REQUEST:
Request to amend Ordinance 17-40, Capital Improvement Budget, to include an appropriation for the
following project:
Lono Kona Improvement District - $1,698,000 from General Obligation Bonds and Other Sources
Lono Kona Improvement District - $4,025,000 from Federal Grant
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Several landowners within Lono Kona Subdivision have received violation notices from the U.S.
Environmental Protection Agency for their continued use of large-capacity cesspools. The project offers a
cost-effective means for accessible sanitary sewer. This request is to appropriate additional funds for
easements, design, and construction of the project. A portion of the project will be funded by a RUS-WEP
grant through the USDA.
The expected life of the sewer improvements is fifty years.
We respectfully request that this bill be waived from Committee and placed on the next Council agenda in
order to expedite the acquisition of the easements and the bidding and award of the construction in order to
meet the grant requirements.

the project area. Sewage will be conveyed to the Kealakehe Wastewater Treatment Plant. Project follows County Council Resolution No.72-15. Results in closure of existing Large Capacity Cesspools
thereby assisting property owners in their compliance with EPA's mandate of LCC closures.

AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING
THEREOF FOR THE FISCAL YEAR JULY 1, 2017 TO JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
