Your Committee on Planning, to which was referred
'ommunication No . 460, reports as follows:
Communication No . 460 is a memo from Councilwoman Merle K. Lai ,
Vice Chairperson, Hawaii State Association of Counties (HSAC) to
Councilman Takashi Domingo, Chairman, Committee on Planning, calling
attention to two memos from H.S.A.C. President Goro Hokama . The
memos call for early action by the County Council on two items .
The subject matters and actions required are as follows:
1 . Nominations to the steering committees and
Board of Directors of the National Association of
Counties (NACo ) . This matter is scheduled to be
discussed at the March 27 , 1986 meeting of the
Executive Committee .
2. Proposed H.S.A.C. budget for FY 1987 . The County Council
is requested to review the proposed budget and to submit
written comments and/or recommendations to the
Executive Committee prior to or for presentation at the
March 27 meeting.
The following are actions that were taken by your Committee in regard
to the above-mentioned requests from H. S.A.C. President Goro Hokama:
1 . Nominations - (a ) Councilman Kokubun was renominated to
serve on the Environment and Land Use Steering Committee , and
(b ) Councilman Takashi Domingo was renominated to serve as a
NACo Director , provided that an at-large seat is again offered
to Hawaii .
2. Budget - Your Committee unanimously agreed that Councilwoman
Merle Lai should be instructed to ask the Executive Committee
to carefully evaluate the effectiveness of the Legislative
Resource Coordinator position and whether or not the position
should be again included Li the 1986-87 budget, considering
current budget constraints .

Your Committee on Planning recommends that the Executive Committee be
informed that: (1 ) our nominees to serve on the NACo Board and the
Environment and Land Use Steering Committee are Councilman Takashi
Domingo and Councilman Russell Kokubun , respectively; and ( 2 ) the
Legislative Resource Coordinator position be evaluated to determine
whether or not it should be included in the 1986-87 budget .
