Your Committee on Planning, to which was referred Bill No. 138
regarding the rezoning request of Clyde Coatney, North Kona, Hawaii ,
TMK: 7-4-06 :23, reports as follows:
The purpose of this bill is to rezone approximately 5. 4 acres of land
from an Unplanned (U) to an Agricultural 1-acre (A-la) zoned district .
The property fronts Mamalahoa Highway, approximately 3,100 feet south
of the Palani Road-Mamalahoa Highway junction in North Kona.
The applicant plans to subdivide the property into five lots , with
each lot being approximately one acre in size . Single family
residences will be constructed on all of the lots .
A house is presently being built in the middle of the 5-acre parcel
by the son of the applicant . After the property is subdivided , the
parcel upon which the house is being built will be given to the son .
The applicant 's two daughters will each be given one lot .
The applicant states that the four additional houses will either be
occupied by family members or rented out .
The State Land Use designation of the property is Agricultural and
the County General Plan designates the property for orchard uses .
The Kona Regional Plan designates the area for A-la uses .
According to the Department of Water Supply, "The applicant is a
participant in the Kona Source Agreement I program for an additional
four ( 4 ) units of lots proposed on the subject property. A water
commitment will be issued upon execution of the Kona Source
- Agreement II and payment of $1 ,500 per unit by June 30 , 1986 . "
All other essential services and utilities are available to the
property.

of Bill No . 138 and recommends that it pass first reading.
