Your Committee on Planning, to which was referred
Resolution No . 146-86 regarding the establishment of a state
compensation insurance fund, reports as follows:
The purpose of this resolution is to strongly urge the
State Legislature to establish a competitive state compensation
insurance fund .
Mr . Gary Rodrigues of the United Public Workers Union and
Mr . Yoshito Takamine and Mr . Tom Poy of the International
Longshoremen 's and Warehousemen 's Union Local 142 spoke in favor of
the resolution.
Mr . Rodrigues recommended that the thirteenth paragraph be amended by
replacing the words "give serious consideration to the establishment
of" with the word "establish", so that the paragraph will read:
"NOW, THEREFORE, BE IT RESOLVED by the Hawaii County Council that the
legislature is strongly urged to [ give serious consideration to the
establishment of] establish a competitive state compensation
insurance fund; and"
Your Committee agrees with Mr . Rodrigues ' recommendation and has
amended the resolution accordingly .
Your Committee on Planning concurs with Resolution No . 146-86 and
recommends its adoption , as amended .
