Your Committee on Planning, to which was referred
Communication No. 413 regarding a proposal for introduction to the
1986 Legislature relating to county taxation, reports as follows:
This proposal authorizes the counties to levy, assess , and collect a
tax of up to one percent on each transaction involving certain
convenience goods and services . Each county is left to determine the
convenience goods and services subject to the tax in the county.
Your Committee has reviewed this and similar proposals and maintains
that this proposal would not be equitable for all the counties . We
favor an increase in the general excise tax with the counties
receiving their proportionate share. For this reason, your
Committee on Planning recommends that Hawaii County not support the
inclusion of this proposal in the 1986 legislative package .
