Your Committee on Planning, to which was referred Bill No. 126
regarding the rezoning request of Lanihau Corporation, Kailua-Kona ,
Hawaii , TMK: 7-5-04:portion of parcel 41 and 7-4-08:portion of
parcel 24, reports as follows :
The purpose of this bill is to rezone 1 ,951 square feet of land from
a Village Commercial - 10 ,000 square foot (CV-10 ) to a
General Commercial - 20,000 square foot (CG-20) district, and
4,536 square feet of land from a CG-20 to a CV-10 district .
The area involved is located along Palani Road near the
First Hawaiian Bank parking lot in Keahuolu, Kailua-Kona .
Lanihau Corporation is the fee owner of parcel 41, and the
Trustees of Liliuokalani Trust are the fee owners of parcel 24.
Lanihau Corporation is also a lessee of parcel 24.
The applicant is proposing the change of zone to enable consolidation
and resubdivision of portions of the two properties in order to form
a more reasonable lot configuration .
The portion of parcel 24 which is being rezoned is being used as the
existing entrance to the First Hawaiian Bank/Kailua Post Office
complex. The portion of parcel 41 which is being rezoned is part of
First Hawaiian Bank 's parking area . The applicant has stated that no
buildings are planned for either property.
The General Plan designates the area for High Density Urban
Development. Such a designation may allow commercial uses such as a
shopping center . The Kona Regional Plan and the Kailua Village
Design Plan designates this area for commercial uses .
All essential utilities and services , including water , are available
for the use of the property.

Your Committee on Planning is in accord with the intent and purpose
of Bill 126 and recommends that it pass first reading .
