Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 123 regarding the rezoning request of Juanita Raymond, Waikoekoe , Hamakua, Hawaii , TMK: 4-7-07 :48, reports as follows : The purpose of this bill is to rezone approximately 57 .59 acres of land from an Agricultural 40-acre (A-40a) to an Agricultural 20-acre (A-20a ) zoned district . The property is located roughly 3 ,000 feet southeast of the Mamalahoa Highway-Hawaii Belt Road intersection , in the vicinity of Lakeland and Puukapu Acres Subdivisions . The applicant plans to subdivide the property into two lots consisting of 23.03 acres and 34.55 acres . The applicant' s son will lease the larger parcel and plans to raise lettuce, snow peas , gobo and broccoli , among other vegetables . He may sub-lease a portion of the land, as an income-producing venture until his farm is financially strong. The smaller parcel will be sold as a farm parcel . This parcel and the parcel to be kept by the applicant's son will have to be used for farming purposes as stipulated by condition (D) of this bill . The General Plan designates the property for "Intensive Agricultural" uses . Another policy of the Agricultural element of the General Plan states that "Agricultural land shall be used as one form of open space or green belt . " All essential utilities and services , including water , are available to accommodate the proposed development .
