Your Committee on Planning, to which was referred Bill No. 122
regarding the rezoning request of James Hamano, Waiakea Houselots ,
Hawaii , TMK: 2-2-49:27, reports as follows:
The purpose of this bill is to change the district classification of
a 12, 300 square foot property from Single Family Residential -
10 ,000 square feet (RS-10 ) to Limited Industrial - 10 ,000 square feet
(ML-10) .
The property is a flag lot and is located on the Puna side of
Lanikaula Street . It has been used as a machine shop since 1963 .
The zoning code for the City of Hilo took effect in 1968. Therefore,
the machine shop operation is classified as non-conforming use of the
property.
The zone change will legitimize the non-conforming industrial use of
the property and enable the applicant to construct a new
3 ,600 square foot building, plus ten on-site parking stalls .
Due to insufficient work space on his property, the applicant leases
another structure in the general area for light metal fabrication.
The General Plan designates the property for Industrial uses . The
Hilo Community Development Plan suggests the retention of the
RS-10 zoning. However , it also forecasts a demand for over
170 additional acres of industrial land by 1990 .
The General Plan states that "Through its zoning powers , the County
shall locate industrial areas convenient to transportation
facilities , and provide a variety of sizes of industrial sites ,
depending on the needs of the community. "
All essential utilities and services , including water , are available
to the property.
