Your Committee on Planning, to which was referred Bill No. 113
regarding the rezoning request of Kent Nakashima, Kailua-Kona ,
TMK: 7-5-04:36 , reports as follows:
Bill No . 113 passed first reading of the County Council on
December 16 , 1985 and was referred back to the Planning Committee
for further review.
The purpose of this bill is to rezone approximately 1 .8 acres of
land from Multiple Family Residential (RM-1 ) to Village Commercial
(CV-7 .5 ) . The property is located on the north side of
Hualalai Road, near the intersection of Kuakini Highway and
Hualalai Road.
The property is owned by the Kona Community Federal Credit Union.
Kent Nakashima is the authorized agent for the credit union and is
responsible for rezoning and subdividing the property.
Upon approval of the change of zone request , the property will be
developed into a 6-lot commercial and medical center subdivision .
This 1 .8-acre parcel is identified as tax key parcel No . 36 .
The adjacent parcel , tax key parcel No. 1, is also owned by the
Kona Community FCU. After parcel 36 is developed and sold, the
credit union plans to build a credit union building on parcel 1 .
Parcel 1 is already zoned for commercial uses .
The subject property is situated within the State Land Use Urban
district . The General Plan designates the area for Medium Density
uses . Such a designation may allow village and neighborhood
commercial uses .

Committee Chairman Domingo recommended that Condition (E) of the
bill be amended to require the petitioner to install curbs , gutters
and sidewalks only if and when development occurs on the adjoining
property, or upon demand of the County Council , whichever occurs
first. Chairman Domingo added that if an improvement district or
similar arrangement is initiated for Hualalai Road, the petitioner
shall automatically participate in such an arrangement. As such,
your committee has amended the bill accordingly .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 113 and recommends that it pass second reading, as
amended.
