Your Committee on Planning, to which was referred Bill No. 121
regarding the rezoning request of William Brilhante ,
Waiakea Homesteads , South Hilo, Hawaii , TMK: 2-4-03 :33, reports as
follows:
The purpose of this bill is to change the district classification of
10.2 acres of land from an agricultural 3-acre (A-3a ) to a
Single Family Residential 10,000 square foot (RS-10) zoned district .
The property is located on Kawailani Street , adjacent to
Kawailani Place Subdivision.
The applicant plans to subdivide the property into thirty-four
10 ,000 square foot lots . The applicant is aware , however , that the
configuration of the proposed subdivision and the number and size of
the lots may change , depending on the findings of a flood hazard
study which will be conducted by various governmental agencies .
A flood hazard study is necessary because a bulk of the property
falls within Zone A (General Flood Plain) of the U. S. Corps of
Engineers ' Flood Insurance Rate Map.
The property presently has two single-family residential structures
which are being rented. These structures will be kept on the site if
the lots can be configurated around them. If this is not possible,
they will be relocated to another portion of the property or off the
property.
The principal access to the property will be from Kawailani Street.
Kawailani Street has a right-of-way of forty feet with an 18-20 foot
pavement.
The General Plan designates the area for Low Density Urban
Development . Such a designation may allow residential uses at a
maximum density of four units per acre. The requested zoning is
within this density limit .
