Your Committee on Planning, to which was referred Resolution Nos . 129
and 130 regarding amendments to the Council 's Rules of Procedure ,
reports as follows:
The purpose of Resolution No. 129 is to amend Section 5 of Rule 5 of
the rules of procedure of the Council relating to committee
guidelines . The amendment permits written testimonies to be received
for the record on any agenda item. Oral testimonies will also be
permitted. Each speaker will be required to register with the county
clerk prior to the meeting and will be allowed five minutes to speak .
The purpose of Resolution No. 130 is to amend Rule 17 of the rules of
procedure of the Council relating to the order of business . The
amendment reduces the length of time allowed each speaker from
five minutes to three minutes .
Your Committee on Planning concurs with Resolution Nos . 129 and 130
and recommends their adoption.
