Chairman and Members Hawaii County Council Hilo, Hawaii Your Committee on Planning, to which was referred Bill No. 84 regarding the rezoning request of Dr. James Lutter, Waiakea, South Hilo, TMK: 2-2-21: 7 & 46, reports as follows: The purpose of this bill is to rezone approximately 20,812 square feet of land from a Single Family Residential - 10,000 square foot (RS-10) to an Office Commercial - 20,000 square foot (CO-20) zoned district. The property is located on Lanihuli Street. According to information from the Planning Department, the property was subdivided into two lots in 1980. Parcels 7 and 46 consist of 10,813 square feet and 10,000 square feet, respectively. Dr . Lutter , a practicing dentist, plans to convert the existing single-family dwelling on parcel 7 into a dental office for himself. He has no plans to consolidate the two lots . According to the Planning Department, the surrounding lands are either zoned commercial or single-family residential. The properties abutting the subject property are zoned residential . The Planning Commission met to consider Dr . Lutter ' s rezoning request on July 2, 1985 and July 24, 1985 but could not register a majority vote at either meeting. Therefore, the Planning Commission is transmitting the rezoning application to the County Council without a recommendation. At the July 2, 1985 public hearing, the motion to recommend denial of the request was recorded as two ayes , two noes , and one abstention. Subsequently, the Planning Commission voted to reconsider its motion and then voted to defer action until July 24, 1985. At the July 24, 1985 meeting, a motion to recommend approval of the application did not pass . The vote was recorded as three ayes and three noes . The requested change of zone conforms to the General Plan Land Use Pattern Allocation Guide Map which designates the area for High Density Urban Development. Such a designation may allow office uses . PC REPORT No . 61 ADOPTED : OCT 1, �., 411. • • PC- 61 Page 2 October 8, 1985 The Planning Department has concluded that the request is consistent with the urban form depicted for Hilo in that it would add commercial uses serving the entire city in a central location and in close proximity to other similar services . The approval of the request is anticipated to strengthen the existing commercial core in addition to providing services to the community.
