Your Committee on Planning, to which was referred
Communication No. 285 , reports as follows:
Communication No . 285 is a report from Councilwoman Merle K. Lai ,
Vice President of the Hawaii State Association of Counties , on the
August 23, 1985 meeting of the Executive Committee.
Action by our County Council will be required on the following two
items:
1 . Councilmember David Kahanu recommended amendments to the
bylaws of the Hawaii State Association of Counties .
Councilmember Kahanu is suggesting that the Executive
Committee be governed by a majority vote of the counties
rather than a majority of the quorum.
It was recommended that each county thoroughly discuss the
merits of the bylaws amendment before the end of
September . Should the consensus be for the amendment ,
President Goro Hokama intends to call a special general
membership meeting during the Conference on Overlapping
Functions for formal approval .
The Committee recommends that the County Council support
Councilman Kahanu 's recommendation.
2. Planning & Economic Development Committee
Chairperson Maxine Correa requested the assistance of the
Executive Committee in selecting a theme for the upcoming
1986 Annual Conference of the Hawaii State Association of
Counties .
President Hokama referred this matter to the County of
Hawaii and requested that recommendations be submitted to
the Executive Committee.
The Committee accepted Vice President Merle Lai 's
suggestion that this matter be referred to our
Economic Development Committee .
