Your Committee on Planning, to which was referred /Communication
No . 259 , reports as follows :
Communication No . 259 is a letter from Planning Director Albert Lono
Lyman regarding Resolution No . 25-85 .
Resolution No. 25-85 directs the Planning Director to initiate action
to amend the General Plan by redesignating the properties fronting
Kanoelehua Avenue between Lanikaula and Piilani Streets to High
Density Urban Development and redesignating the properties fronting
Kalanikoa Street between Lanikaula and Piilani Streets to Medium
Density Urban Development .
Prior to carrying out the request of the County Council , as stated in
the Resolution, the Planning Department , in accordance with Ordinance
No . 761, is required to conduct a feasibility study relating to the
possible amendment to the General Plan Land Use Pattern Allocation
Guide Map. Completion of this study is to
be within one hundred and
eighty days or a longer period as may be agreed to by the County
Council .
Upon receipt of the feasibility study, the Council shall have 60 days
to review the study and to initiate the amendment . If the amendment
is not initiated within this 60-day period, the same or similar
proposal cannot be considered within one year following the end of
the 60-day period.
Resolution No . 25-85 was adopted on March 20 , 1985 . The feasibility
study will have to be completed by September 16 , 1985. The 60-day
deadline for Council action will be November 16 , 1985 .
The Planning Department is currently reviewing the General Plan for
possible updating of the document. The Resolution 's timetable will
force the County Council to act on the amendment before receiving the
General Plan Review Program results from the Planning Department.

Your Committee on Planning agrees with the suggestion of the Planning
Director that the County Council defer the completion of the
feasibility study and allow the proposal to be reviewed in
conjunction with the on-going General Plan Review Program.
