Chairman and Members Hawaii County Council Hilo, Hawaii Your Committee on Planning, to which was referred Bill Nos . 76 and 77 regarding the rezoning request of Transcontinental Development Company, reports as follows: Bill Nos . 76 and 77 passed first reading of the County Council on August 21 , 1985 , and were referred to the Committee on Planning . The rezoning request involves properties located at Waiulua Bay, within the Waikoloa Beach Resort development, Anaehoomalu , South Kohala, TMK: 6-9-07 :parcels 8-10 , 12-14 , 16-18 , 25, 26 & 30 . The subject properties lie within the Waikoloa Beach Resort area . The General Plan identifies the Waikoloa Beach Resort area as a Major Resort Area . A Major Resort area is defined as a self-contained resort destination area which is provided with basic and support services and facilities for the needs of the entire development. Such facilities/services include hotel rooms , residential units , recreational facilities , sewer , water , roads , etc . The projected plans of Transcontinental Development Company are designed to be an integral part of the Waikoloa Beach Resort area . Bill No . 76 seeks to amend Conditions A & B of Change of Zone Ordinance No. 265 . Ordinance No . 265 , which took effect on April 20 , 1977 , rezoned the entire Waikoloa Beach Resort development. Bill No . 77 seeks to rezone 54 .06 acres which will be affected by this project. The Bill also states that the petitioner is bound to comply with all applicable conditions of Change of Zone Ordinance No . 265 . The parcels which will be affected by the development are already currently zoned for hotel , multiple residential , open or roadway (no zone ) . Bill No . 77 seeks to adjust the current zoning designation to accommodate the development of the Hyatt Regency Hotel . Examples of adjustments to the current zoning designation are: Multiple Residential to Resort, Open to Resort , Resort to Multiple Residential, Multiple Residential to Roadway, etc. These adjustments , along with existing zoned lands , will result in providing approximately 61 acres of properly zoned land to accommodate the entire hotel complex as it is currently designed . PC REPORT NO , 54 ADOPTED : SEP 4 1985 PC® 54 Page 2 August 28, 1985 During the County Council meeting of August 21, 1985, at which time Bill Nos. 76 and 77 passed first reading, Planning Committee Chairman Domingo requested that the petitioner be prepared to advise the Planning Committee, at its next scheduled meeting, as to the status of Condition F of Ordinance 265. At the August 28, 1985 Planning Committee meeting, Mr. Will Sanburn, Director of Business Relations, Waikoloa, introduced written testimony requesting revision to several conditions attached to Bill Nos. 76 and 77. Chairman Domingo stated that the Committee will review and consider the recommendations for changes. As stated above, the General Plan identifies the Waikoloa Beach Resort area as a Major Resort Area and the parcels being rezoned arQ located within the Waikoloa Beach Resort. The zone changes being requested are in the direction of fulfilling the objectives of creating a major resort destination area at this section of the South Kohala Coast.
