Your Committee on Planning, to which was referred Communication
°No. 239 , reports as follows:

Communication No. 239 is a report from Councilwoman Merle K. Lai ,
Vice President of the Hawaii State Association of Counties , on the
July 5 , 1985 meeting of the Executive Committee .
Pursuant to the directions of the general membership, the Executive
Committee approved a rotation plan for standing committees , as
recommended by President Goro Hokama . The plan passed by a 2-1 vote
with much discussion that Hawaii and Honolulu did not discuss the
president's recommendation with their councils . Hawaii voted against
the rotation procedure motion . Honolulu did not attend the meeting.
A schedule of the Executive Committee meetings for 1985-86 was
- approved. Travel policies were also approved for 1985-86 .
Your Committee on Planning is referring Communication No . 239 .to the
full Council. for review, discussion and proper disposition .
Councilwoman Lai requested that she be given the authority to speak
for the Council in future Executive Committee meetings . The
committee agreed . .
