Your Committee on Plannirig .. to which was referred Bill No. 66
regarding the rezoning request of Hamakua Sugar Co. , Inc . , Paauilo ,
Hamakua, TMK: 4-3-1:portion of parcel 3 , reports as follows:
The purpose of this bill is to rezone a .37 acre Single Family
Residential - 10,000 square foot (RS-10 ) zoned property and a
1 .84 acre Single Family Residential - 15 ,000 square foot (RS-15 )
zoned property to Village Commercial - 10,000 square foot (CV-10 ) .
The zone changes are being requested to enable Hamakua Sugar Co . to
convert the residences which are located on both properties into
temporary offices . Hamakua Sugar Co . has stated that "Additional
centrally located office space in Paauilo is necessary at this time.
At present, Hamakua Sugar Company, Inc . is not in a financial
position to construct a centrally located office complex, we
therefore would like to use these former residences as temporary
offices . In the future, when adequate funds are available, the plan
is to construct an office complex in Paauilo and return these
buildings to residences . "
The requested zone changes conform to the General Plan LUPAG Map
which designates the area for Medium Density Urban development . Such
a designation may allow village commercial uses .
The Northeast Hawaii Community Development Plan suggests the
retention of the current zone designation; however , like the General
Plan, the development plan also states that "Appropriately zoned
lands shall be provided as the need arises . "
The area is provided with all necessary utilities and services .

Your Committee on Planning is in accord with the intent and purpose
of Bill No . 66 and recommends that it pass first reading.
