Your Committee on Planning,. to which was referred Bill No. 64
regarding the rezoning request of 'Masami Niimi , et al, Mt . View,
Puna, TMK: 1-8-05:47 , reports as follows:
The purpose of this bill is to change the district classification of
5 .19 acres from Agriculture 20-acre (A-20a ) to Agriculture 1-acre
(A-la) and Agriculture 5-acre (A-5a) .
Although Mr . Niimi 's rezoning application form and the ADDENDUM from
the Planning Department lists two tax keys: 1-8-05: 47 and 1-8-01: 50 ,
only TMK: 1-8-05:47 is involved in this rezoning application.
According to recent tax map key books, TMK: 1-8-01: 50 has been
• dropped and consolidated with TMK: 1-8-05: 47 .
TMK: 1-8-05: 47 comprises 11 .68 acres. Of these, 6 .49 acres are zoned
A-5a and the balance, 5 .19 acres are zoned A-20a. Only the portion
zoned A-20a is being considered for rezoning .
The applicant's primary reason for requesting a zoning change is to
create a one-acre parcel which will contain hispersonal residence
and a small nursery. This action will separate his residence from
his flower business, Hawaii Flown Export, Inc.. This parcel will then
be re-conveyed to the applicant and his wife. This is being done to
satisfy the goals of his personal estate . '. ,
The applicant's secondary reason for requesting a zoning change is to
rezone the remaining 4.19 acres from A-20a to A-5a. This proposed
change will then be compatible with the remainder of the property
whichiscurrently zoned A-5a .
'The subject properties are located in Mt. View, Puna.

The properties are presently used in the following manner :
1 . Residence
2 . Specialized Nursery
3. Anthurium Farming
4. Office and Packing Shed
There will be no dramatic changes irelating to the use of the subject
property.
The rezoning requests conform to the General Plan Land Use Pattern
Allocation Guide Map which designates the properties Low Density
Urban Development and Orchards, respectively.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 64 and recommends that it pass first reading.
