Your Committee on Planning, to which was referred Bill No. 61
regarding the rezoning '.regiie.st of Gilbert McConnell, Kaauhuhu,
North Kohala, TMK: .5-5-08: 3, reports as follows:
The purpose of this bill is to rezone approximately five acres of
land from Agriculture 5-acre (A-5a) to Residential Agriculture 1-acre
(RA-la) in Kaauhuhu, North Kohala, TMK: 5-5-08: 3.
The petitioners plan to subdivide the property into five 1-acre lots .
Currently, structures on the property include the McConnell 's
residence and a building for the Kingdom Hall Church . After the
subdivision is completed., the McConnell 's residence and the Kingdom
Hall Church building will each occupy one lot, leaving three vacant
lots .
The petitioners plan to convey one lot to their daughter , keep one
lot for their grandchildren, and retain the last lot for themselves ,
which they may later sell should they require additional income.
They will also retain ownership of the lot upon which the Kingdom
Hall building is located. The residence will be given to their son,
with Mr . & Mrs . McConnell retaining life interest in the property .
The requested zone change conforms to the General Plan Land Use
Pattern Allocation Guide Map which designates the area for Low
Density Urban Development. Such a designation may allow residential
uses at a maximum density of four units per acre .
The request also conforms to the Kohala Community Development Plan,
which designates the property as RES-4 (Residential-4 units per acre) .

Your Committee on Planning is in accord with the intent and purpose
of Bill No . 61 and recommends that it pass first reading.
