Your Committee on Planning, to which was referred Communication
No. 175 , . regarding a report of the Hawaii -State Association of
Counties (HSAC) Executive Committee meeting held on May 10, 1985 ,
reports as follows:
Communication No. 175 requires Council 's action on the following two
issues:
1 . -Year-round legislative staff,
The Inter-Governmental Relations Committee feels that
there is a need to retain a year-round legislative staff .
Estimated cost for .such a contract would be $23,400, a
budget increase of $8,850.
This matter is being referred to all of the counties for
discussion and approval because this item wasnot included .
in the proposed 1985-86 HSAC budget which has already been -
. discussed by the counties . The Executive Committee will
consider this matter at its next meeting.
2. Rotation of Inter-Governmental (IGR) Committee Chair
The Executive Committee has received six varying
suggestions as to how the committee chair should be
selected. The Executive Committee has decided to refer
all six alternatives to the councils for discussion and
recommendation. If there is no consensus by the next
Executive Committee meeting scheduled to be held in June,
the issue will be referred to the general membership for
determination.
The following are the six alternatives:
a. All HSAC committee chairs rotate with the host county
rotation.
b. The IGR Committee Chair be retained by Honolulu because
the State Legislature is located there .
c. .HSAC standing committees be rotated but not with host
county. Due to staff constraints , neighbor island
counties may be hardpressed to staff all committees .
d. President appoint the chairpersons to HSAC committees .
e . Committee members select the chairperson.
f. HSAC President and IG R Committee "Chair be from the host
county.

Regarding issue No. 1, your Committee on Planning concurs with the
IGR Committee 's conclusion that there is a need to retain year-round
legislative staff to do research and perform other essential duties .
Therefore, your' committee recommends that our Council support the
request of the IGR Committee.
Regarding issue No. 2, your committee recommends that our council
support alternative "b" , which suggests that the IGR Committee Chair
be retained in Honolulu. -
