HomeMy WebLinkAboutREP PC 032 04/30/1985 1984-1988MWINUM11102 DATE: April 30, 1985 PLACE: Councilroom TIME: 1:30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii _Re: Comm. 140 Your Committee on Planning, to,which was referred Bill No. 45 regarding the rezoning request of Oceanic Properties, Inc., Nort Kohala, TMK: 5-5-01-60; 5-5-03:17 and portions of 9 & 16; 1 and 5-6-01:20&21 reports as follows: The purpose of this bill is to change.the district classification of the above mentioned parcels, totalling approximately 1,700 acres, from an Agricultural 20 -acre (A -20a) to: Agricultural 1 -acre Agricultural.2-acre Agricultural 600 -acre (A -600a) and open (0) zoned districts. These parcels are located between the Kohala Mountain Road and the Akoni Pule Highway, Southwest of Hawi Village, Haena-Kahei, North Kohala. The proposal will incre ' ase the allowable density on the 1,700 acre property from 85 lots to approximately 170 lots. Under the present A -20a zoning, the maximum number of lots allowed is 85. The petitioners are proposing a mix of zoned lots (A -la, A -2a and A -600a) which would allow a density of 170 rural -residential lots, plus three open areas and two 600 acre lots. I Of the three open areas, two will be developed for recreational use and.the third will consist of approximately one acre of land, including the Kukuipahu Heiau site which will be conveyed to the State. The petitioner has contracted an archaeologist to conduct an archaeological reconnaissance of the project area. 901804M� 32 ADOPTED: MAY 8 1285 1 r' 7' • PC- 32 Page 2 April 30, 1985 One of the 600 acre parcel will be kept in pasture use with substantial improvements installed to increase the carrying capacity of the pasture. The other large parcel will be developed into a macadamia nut orchard. The requested zone change conforms to the Land Use Pattern Allocation Guide Map of the General Plan. The proposed project is also consistent with the long range plans of the North Kohala Community Development Plan, which was recently adopted by the Planning Commission. The Kohala plan designates the area for "Small Scale Agriculture/PUD" uses . The project site is located within the State Land Use Agricultural District and is zoned A-20a by the County. The Department of Water Supply has granted the petitioner water commitment for 170 lots until October 31 , 1987 . The Flood Insurance Rate Map (FIRM) , prepared by the Army Corps of Engineers designates the subject area to be within the Zone C classification which is defined as areas of minimal flooding. Mr. Henry Ross of Kohala addressed the Committee , as a member of the Planning Committee of the Kohala Community Association. He stated that he is not opposed to the proposed development. His objection is aimed toward the proposed access to the Kohala Mountain Road. He requested that the Committee defer action on the application until further studies can be conducted to find alternate accesses . Chairman Domingo pointed out to Mr . Ross that the Kohala Community Association, in an earlier letter to the Planning Commission, did not object to the project . Mr . Ross stated that he is not opposed to the project. He is merely requesting that the project be deferred . Mr . Kimo Steinwasher, Project Director of Oceanic Properties, informed the Committee that the developers are planning to build an access road from the project to Puuhue Road.
