Your Committee on Planning to which was referred Bill No. 44
regarding the rezoning request of Donald Severson, Et. Al, Kaloko,
North Kona, Hawaii, TMK: 7-3-24:9 reports as follows:
of this bill is to change The purpose the district classification of
a 21.96 acre parcel from an Agricultural 20-acre (A-20a) to an
Agricultural 3-acre (A-3a) zoned. district. The subject property is
located within the Kaloko Mauka Subdivision.
The Kaloko Mauka Subdivision consists of approximately 2, 135 acres
and is located mauka of Kona Palisades . Of the 2, 135 acres, 115
acres are zoned A-3a,. and the remainder A-20a .
Improvements within the Kaloko Mauka Subdivision include 20-foot
wide pavements , county dedicated water system and street lights .
The General Plan designates the subject property as Alternate Urban
Expansion (AUE) . This designation recognizes the potential of the
area for urbanization should such a need arise.
The applicant 's A-3a rezoning request is consistent with the Kona
Regional Plan, which designates the area for A-3a zoning.
The property is owned by five partners . The plan is to subdivide the
property into 7 three-acre lots and convey the lots to the owners .
The partners plan to reside on the property and engage in part-time.
farming tosupplement their income.
The petitioners are willing to sign a covenant restricting the use
of the property to agricultural uses , consistent with A-3a zoning.
However , agricultural activities will have to be limited to small
scale farming because according to .the Land_ Bureau 's Overall Master
Productivity Rating, the soil within the Kaloko Mauka Subdivision is
Class "E" or "very poor" .

Condition E states that "this subject area shall be zoned in two
increments" . The first increment shall consist of four lots and the
second increment, the remaining lots . Condition E further states
that "The zoning of the second increment shall become effective upon
final subdivision approval of the first increment and it shall be
demonstrated to the satisfaction of the Planning Director that
substantial agricultural activity is being conducted on the land
within the first increment. "
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 44 and recommends that it pass first reading .
