H. Shipman, Ltd. , Keaau, Puna , TMK: 1-6-143 : 19 , 20 & 22, reports as follows: The purpose of this bill is to change the district classification of three parcels totalling approximately 10 .19 acres, from a Limited Industrial - 20 ,000 square foot (ML-20 ) to a Single Family Residential - 10 ,000 square foot (RS-10 ) zoned district. The property is commonly referred to as "Nine Mile Camp" and is located along both sides of the Old Volcano Road and south of the Keaau Town Center, Keaau Village. The "Camp" was first established in the early 1900 ' s. There are a total of 39 dwelling units on the subject parcels . The conditions of the dwellings range from fair to very poor . The petitioner has entered into an agreement with the Nine Mile Camp Association to sell the property to the association upon receipt of the zone change. Upon conveyance of the property, the association, consisting of tenants of the existing dwellings , will subdivide the property. The tenants have expressed a desire to own their own house and lot . Like many old plantation residential camps, many of the houses are located very close to each other . Therefore, when the association attempts to subdivide the properties, they will very likely encounter problems relative to setback between buildings and property lines , sizes of the proposed lots, and compliance with minimum roadway requirements . The association may have no alternative but to seek administrative variance from these requirements or apply for a Planned Unit Development (PUD) Permit . The association may also be required to increase the size of waterlines currently serving 22 houses located on parcel no . 19 . Currently, the water volume is below peak-flow conditions and these houses are not provided with adequate fire protection . PC REPORT NO . 29 ADOPTED : APR 17 1985 . .. • F •M , 111 III PC- 29 Page 2 April 9, 1985 Although future attempts to subdivide the property may encounter difficulties in meeting subdivision code requirements, the present change of zone request conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the property for Low Density Urban Development . The property is being and will continue to be used for residential purposes. Therefore, the proposed rezoning action will complement the existing and future residential land use make-up of the property and surrounding properties .
