Your Committee on Planning to which was referred Communication
No. 115 , regarding a report on the Hawaii State Association of
Counties (HSAC) Executive Committee meeting held on March 28, 1985 ,
reports as follows :
This communication requires Council' s recommendation on rotating the
Inter-Governmental Relations ( IGR) Committee chairmanship and
approval of HSAC' s budget for 1985-86.
An attached memo dated March 27 , 1985 , from IGR Chairman George
Akahane, recommends rotation of the chairmanship in such a way that a
given county would assume chairmanship in its off-election year .
Another option would be to rotate the chairmanship to that county
which will also assume the HSAC presidency and administration.
Your committee recognizes that a major drawback against rotating the
IGR Committee Chairmanship is the location of the Legislature in
Honolulu and the desirability of immediate access to the State •
Capitol . As such, your committee recommends that the IGR Committee
chairmanship be retained in the City and County of Honolulu.
Your Committee has also reviewed the HSAC budget for 1985-86 as
attached to this communication. Your Committee on Planning
recommends that Council approve HSAC' s 1985-86 budget .
