Your Committee on Planning to which was referred Bill No . 33,
regarding the rezoning request of Kaiwiki Heights Associates, Inc . ,
Wailua, South Hilo, TMK: 2-6-17 :02, reports as follows:
The purpose of this bill is to change the district classification of
an 8 .25 acre parcel from an Agricultural 20-acre (A-20a) to a Single
Family Residential 15 ,000 square foot (RS-15 ) zoned district .
The property involved is located along the Hamakua side of Kaiwiki
Road, approximately 700 feet mauka of the Kaiwiki Road-Old Government
Road intersection.
The petitioner is requesting the change of zone in order to develop
an 18-lot residential subdivision. Plans do not call for the
construction of houses. Preliminary prices of the lots range from
$40 ,000 to $50 ,000 each.
In November , 1984 , the petitioner succeeded in having the property' s
land use boundary reclassified from agriculture to urban. The
Planning Department went on record in support of the State Land Use
boundary amendment noting that the requested amendment :
1. conforms with the General Plan' s Land Use Pattern
Allocation Guide Map,
2. complements the land use policies of the General Plan,
3 . complements the State Land Use District Regulations
4. supports the State Plan and the State Housing Plan.
Councilwoman Jitchaku called the petitioner ' s attention to Chief
Engineer Ono' s communication regarding Kaiwiki Road' s substandard
condition. The Petitioner assured the Council that necessary
measures will be taken to improve the road.
Committee Chairman Domingo questioned Planning Director Lyman
regarding Condition C. Mr . Lyman stated that Condition C was
included to make certain that houses be built . The petitioner had no
objection to the inclusion of the condition.

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 33 and recommends that it pass first reading .
