Your Committee on Planning, to which was referred Bill No . 24
regarding the rezoning request of Masayuki Kai , TMK: 9-6-08 : 4 ,
reports as follows:
The purpose of this bill is to change the district classification of
a 25 .8 acre parcel of land from Agricultural 20-acre (A-20a ) to
Agricultural 10-acre (A-10a) and Agricultural 5-acre (A-5a) at
Wood Valley Homesteads , Kau, Hawaii .
The petitioner intends to create a 3-lot agricultural subdivision
consisting of 10-acre , 8-acre and 7 .8-acre sized lots . The
petitioner intends to retain the 10-acre sized lot, while the 8-acre
and 7 .8-acre sized lots will be given to his sons .
The petitioner 's elder son does not farm full time; however , his wife
is farming carnation on a full-time basis on part of the existing
parcel , as well as on an adjacent property that they own.
The younger son will be graduating with a degree in Agriculture from
the Univesity of Hawaii in May, 1985 , and intends to farm on a
full-time basis .
The proposed lot will continue to be used for agricultural purposes .
No dwellings are proposed to be constructed on the lots .
Although the existing size of the property will be reduced, the
continued and more intensive agricultural usage of the property by
the family members will be in the direction of fulfilling one of the
General Plan 's goals , which is to "protect and encourage the
intensive utilization of the County's limited prime agricultural
lands . "
Approval of the petitioner 's request will neither violate nor
compromise the agricultural land resources for this area of the Kau
District .

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 24 and recommends that it pass first reading .
