Your Committee on Planning to which was referred Bill No . 22
regarding the rezoning request of William Vannatta,
Waimea Homestead, South Kohala, TMK:6-5-4 : 21 ( 2.583 acres ) reports
as follows:
The purpose of this bill is to change the district classification of
this 2 .583 acre property from Agricultural 1-acre (A-la ) to Single
Family Residential - 10 ,000 square foot (RS-10 ) .
The property is located on the northeast side of Spencer Road ,
approximately 2 ,000 feet northeast of the Lindsey Road-Kapiolani
Road intersection. The surrounding properties include single family
dwellings , vacant land and pasture .
Spencer -Road which fronts the subject property has a 40-foot wide
right-of-way with an 11-foot wide pavement . Condition "F" of this
Bill states that "Spencer Road shall be widened to a 16-foot
pavement with 3-foot shoulders from Kapiolani Road to the entrance
of the project in accordance with the requirements of the Department
of Public Works . "
There is an existing single-family dwellingon theproperty. The

petitioner is proposing to keep this dwelling and build nine
additional units . Instead of subdividing the property, the
petitioner is proposing to develop the project under a Horizontal
Property Regime .
The requested zone change conforms to the Land Use Pattern
Allocation Guide (LUPAG) Map of the General Plan which designates
the area for Low Density Urban Development . Such a designation may
provide for 'residential uses at a maximum density of four ( 4 ) units
per acre.

The requested zone change is consistent with the General Plan
Housing goals of providing a variety of housing choices , as well as
attaining a diversity of socio-economic housing mix within this
general area of Waimea .
This particular area has been designated for urban uses , primarily
for single family residential purposes . By allowing residential
uses in this general area , it would tend to alleviate the conversion
of more productive agricultural lands within the Waimea area for
urban type uses .
The subject area is convenientlylocated to shopping and other

public and private services and employment centers . All essential
utilities are available to the property.
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 22 and recommends that it pass first reading and refer
back to the Committee on Planning .
