HomeMy WebLinkAboutREP PC 013 01/29/1985 1984-1988 411 REPORT OF THE • COMMITTEE ON PLANNING DATE: January 29 , 1985 Re: Comm. 1362 TIME: 1 : 30 p.m. PLACE : County Councilroom Chairman and Members Hawaii County Council Hilo, Hawaii Your Committee on Planning to which was referred Bill No . 1016 regarding the rezoning request of Tracy Lewis , TMK: 2-2-35 : 62 and 108 , reports as follows: The purpose of this bill is to change the district classification from a Single Family Residential - 10 ,000 square foot (RS-10 ) to a Limited Industrial - 20 ,000 square foot (ML-20 ) zoned district at Waiakea House Lots , South Hilo, Hawaii . Originally, the petitioner intended to lease the property to Travel/Camp, Inc . and convert the existing dwelling into an office workshop. Since then, the petitioner has entered into a partnership with Lindal Cedar Homes and intends to construct a model home on the property for real estate office use . Elements essential to industrial activities include proximity to general population or a commercial area and transportation facilities . The subject property is in the immediate vicinity of the Kanoelehua Industrial area which is conveniently located in close proximity to Kuhio Wharf and General Lyman Field Airport . The proposed zoning would complement the industrial activities of the Kanoelehua Industrial area as well as represent an extension of this area . There is a continuing demand and need for additional industrial zoned lands to accommodate present and future industrial activities for the Hilo area . Of 2,188 acres of industrial zoned lands , 381 acres are vacant . However , of the 381 acres , approximately 9 acres are privately owned. The remaining lands belong to the State of Hawaii or the Department of Hawaiian Home Lands and are either encumbered by Executive Orders for a specific use , planned for agricultural use by the Department of Hawaiian Home Lands , or unimproved and require major capital improvements . The requested change conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for Industrial uses . The requested industrial zoning would also complement the goals and standards of the General Plan . At that time, retired residents in the area voiced their concerns that the rezoning would increase the land value and property taxes in the surrounding area, which would create a hardship on their fixed income. The residents further contended that development would result in negative changes to the existing environment . The petitioner has indicated that the use of the property has changed from the original rezoning request . The petitioner contends that the proposed model cedar home and real estate office use would not disrupt the surrounding area . He also indicated that in speaking with the surrounding neighbors, those who were against the initial use are now in agreement with the proposed use. Also in support of this rezoning request and expressing concern of the delay, were Mr . Richard West , representing the Hawaii Island Chamber of Commerce , and Mr . Henry Otani , representing the Hawaii Island Contractors Association . Your committee recognizes the continuing demand for additional industrial properties . As such, the committee is in consonance with this rezoning request.. Your Committee on Planning is in accord with the intent and purpose of Bill No. 1016 and recommends that it pass first reading.
