Your Committee on Planningto which was referred C
Communication No . 53
regarding the HSAC Inter-Governmental Relations Committee meeting
held on Friday, January 25, 1985 , at City Hall , reports as follows:
This communication requires Council 's action on certain matters
relating to the formulation of HSAC' s 1985 Legislative Package .
Matters for consideration are as follows:
1 . Liquor License Fee (SB 2409-82 with proposed amendments . ) This
proposal expands the jurisdiction of the liquor commissions .
2 . Senate Resolutions 131 and 155 . These proposals request a
delay in implementing the Department of Health 's Administrative
Rules on private wastewater treatment works and individual
treatment systems until the counties receive sufficient funding
to assume the operation and certification as provided in
Article VIII, Section 5 of the State Constitution .
3 . Antitrust liability of Municipalities . Seek exclusion from
State laws regarding antitrust liability .
4 . Mayors ' Joint Statement
Proposals of the Mayors ' joint statement for consideration
include:
a . Proposed excise tax.
b. Abolishment of State Land Use Commission .

c. Assigning complete management/regulatory authority over
State lands only to the Department of Land and Natural
Resources.
d . Allowing counties complete control over their real
property tax base .
Mrs . Janice Bibb reiterated her stand against the liquor licensing
fee proposal , that the fees should not be used for other than
administrative purposes . The Committee supports the Liquor
Department 's stand and recommends denial of this proposal .
Your Committee further recommends approval of the inclusion of Senate
Resolutions 131 and 155 and the proposal seeking exclusion from the
State Antitrust liability. As to the proposals included in the
Mayors joint statement to the Legislature , your Committee recommends
that the Mayors take the lead..
