HomeMy WebLinkAboutREP PC 010 01/29/1985 1984-1988 tte 411 REPORT OF THE 111 COMMITTEE ON PLANNING DATE : January 29 , 1985 TIME: 1 :30 p.m. PLACE: County Councilroom Chairman and Members Hawaii County Council Hilo , Hawaii Your Committee on Planning to which was referred Communication Nos . 41 and 41 .1 regarding a dedication deed of Honolii Partners , TMK: 2-7-03 : 26 , reports as follows: This communication offers for dedication to the County of Hawaii , full access to and within the stream and streambed located along the southern boundary of the subject property to the shoreline. This dedication is in compliance with the conditions of issuance of SMA Land Use Permit No. 211 . Pursuant to Communication No. 41 .1 , a site inspection was conducted on the proposed public access ® Communication No . 41 .1 describes the trail into the gulch as very steep and with heavy vegetation . The trail continues along a stream and streambed, crosses over into the boundaries of the adjoining properties and exits into the ocean with a 30-foot drop. Communication No . 41.1 recognizes that without improvements the proposed access would pose a tremendous liability upon the County . It was recommended that Council not accept the dedication deed as proposed by the applicant, Honolii Partners . Certain members of your committee have inspected the site of the proposed access . Your committee agrees that the access would pose a tremendous liability upon the County. Councilpersons Jitchaku and Kokubun expressed concern that public accesses to our shoreline may be closed permanently if provisions are not included hereafter . While recognizing the need for public access , it was also acknowledged that public liability and improvement costs did not warrant th'e acceptance of the deed .
