HomeMy WebLinkAboutREP PC 009 01/29/1985 1984-1988 ,..,„ REPORT OF THE COMMITTEE ON PLANNING DATE: January 29 , 1985 TIME: 1: 30 p.m. PLACE : County Councilroom Chairman and Members Hawaii County Council Hilo, Hawaii Your Committee on Planning, to which was referred Communication No. 2 , submitting the Mayor 's cabinet appointment of Mr . Albert Lono Lyman as the Planning Director , reports as follows: Pursuant to Chapter 5 , Section 5-4. 2 of the Hawaii County Charter , the County Council is required to confirm the appointment of the Director of the Planning Department . Mr . Lyman has experience in the private sector concentrating on land use planning and economic development . He holds a B.A. degree in Economics from Syracuse University and an M.B.A. degree from the University of Hawaii . At public hearings held on January 9 and 10 , 1985 , Mr . Lyman stressed the importance of land use planning in developing economic activity for Hawaii County. Economic development within an area is derived from primarily an evaluation of human resources and capabilities , and a fiscal element or land inventory. Mr . Lyman 's philosophical approach to the Planning Director 's position include the following: 1 . Planning should be pursued on the basis that does not overregulate , and yet at the same time provides an appropriate level of regulation . 2. Guidelines , procedures , and requirements for the approval process should be clearly stated and not be ambiguous . 3. Delay should be eliminated to the greatest extent possible . 4 . County and community concern should be provided for throughout the planning and decision-making process , and that decisions should be consistent. Mr . Lyman 's short-term goals and objectives include: 1 . Establish communication with Council and Planning Commission members . 2 . Complete the General Plan 10-year update . 3. Complete community development plans . 4 . Evaluate all departmental procedures related to land use approvals and identify potential areas for streamlining . 5 . Enhance the management capabilities of the department 's supervisory staff . 6 . Enhance the planning capabilities of the department 's staff . PC REPORT NO . ADOPTED : JUN 5 1905 411{ J PC- 9 Page 2 January 29 , 1985 Long-term goals and objectives include review and update the General Plan and community development plans on an orderly and timely basis , and propose a basis for integrating general and community development plans with six- to ten-year capital improvement plans . In support of Mr . Lyman 's appointment, a letter was submitted by Mr . Russell Fukumoto, Executive Director of the Hawaii Housing Authority, and oral testimony was presented by Mr . Thomas Yamamoto of Mauna Lani Resort, and by Mr . Roger Harris . Your Committee on Planning recommends the appointment of Mr .
