Robert McDonough, TMK: 6-5-02 : 168, reports as follows: The purpose of this bill is to change the district classification from an Agricultural 1-acre (A-la) to a Single Family Residential - 20 ,000 square foot (RS-20 ) zoned district at Waimea Homestead, South Kohala, Hawaii . The petitioner intends to subdivide the 44,000 square foot lot into two lots of 20 ,000 and 24 ,000 square feet . This proposed use is consistent with the surrounding properties in the area which are predominantly in single family residential uses . The requested zone change conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for Low Density Urban Development . Such a designation may provide for residential uses at a maximum density of four units per acre. The requested zoning designation results in a density of two units per acre . Your Committee recognizes that condition (C) of the subject rezoning imposes a fee , the approximate equivalent of the petitioner ' s share of a privately initiated improvement district for Opelo Road. It further requires the petitioner to automatically participate should an improvement district or similar arrangements be initiated for the improvement of Opelo Road . We realize that the imposition of a double fee could pose a burden upon the petitioner . Your Committee has therefore amended condition ( C) by requiring the petitioner to participate in a publicly initiated improvement district or similar arrangements .
