Your Committee on Planning to which was referred Communication No . 4
regarding amendments to a tax increment financing proposal , reports
as follows:
The communication proposes amendments to the tax increment financing
proposal , however , at a Hawaii State Association of Counties meeting
held on Friday, January 11 , 1985 , it was suggested that the first
part of the proposal be eliminated, since it relinquishes county
homerule authority by mandating procedural requirements .
The deletion of this part is sought to allow counties more
flexibility when a tax increment financing district is initiated.
The second part of this proposal addresses the tax increment bond
authorization which is needed to issue these types of bonds .
Your Committee on Planning concurs with the deletion of the County
authority and tax increment financing requirements and retaining the
tax increment bond authorization , and recommends Council ' s approval .
